Porzio Governmental Affairs congratulates the Home Care Association of America–New Jersey Chapter (HCAOA-NJ) on Governor Mikie Sherrill’s signing of S3463/A4790, legislation that modernizes financial reporting and audit requirements for New Jersey home care providers. The legislation was a top priority for HCAOA-NJ and its members and provides meaningful relief from outdated and burdensome regulatory requirements while preserving the state’s strong oversight of Health Care Service Firms.
PGA represented HCAOA-NJ throughout the legislative process, with Senior Director Dennis Marco leading advocacy efforts that helped move the bill from introduction to enactment in just six months during the new legislative session.
The new law:
- Increases the Medicaid audit threshold from $250,000 to $500,000
- Extends the audit submission deadline to September 30
- Modernizes financial reporting requirements
- Allows qualified out-of-state certified public accountants to conduct audits
The legislation passed both the Senate and Assembly unanimously before being signed by Governor Sherrill on July 20.
“HCAOA-NJ identified an issue that was creating significant administrative and financial burdens for home care providers across New Jersey and remained focused on finding a practical solution,” said Marco. “The association’s leadership, engaged members, and legislative champions worked tirelessly to educate lawmakers on the need for reform, and we’re proud to have helped guide this important legislation to the Governor’s desk.”
For years, home care providers faced audit and reporting requirements that no longer reflected the realities of today’s operating environment. HCAOA-NJ worked closely with its members, legislative sponsors, and stakeholders to advance reforms that maintain accountability while reducing unnecessary compliance costs and administrative burdens.

The law builds upon earlier administrative relief granted by the New Jersey Division of Consumer Affairs and provides a long-term legislative solution for New Jersey’s Health Care Service Firms.
